WHAT IS UXO?

The abbreviation UXO comes from the word unexploded ordnance and refers to explosive and dangerous items (commonly called MNEs) such as military munitions like bombs, rockets, missiles, grenades, mines, torpedoes. These munitions have been prepared for action (i.e., armed, unlocked, and deployed in a manner intended to create a hazard), but for various reasons, such as malfunction or design, have not detonated as intended. This aspect of the uncertainty of UXO “not working” even after decades of dormancy poses a huge risk to day-to-day operations in an area.

REPORTING AND RISK ASSESSMENT IN UXO MANAGEMENT

UXO Marine conducts documentary analysis and ferromagnetic surveys at an early stage of project preparation to determine the type and locations of munitions present in a specific area and the likelihood of hazards associated with their detonation, removal and neutralization. These activities form the basis for munitions risk management and the introduction of measures to mitigate the risks during further project development.

ALARP - WHAT IS IT?

ALARP stands for as low as reasonably practicable, which in the context of defining the level and area of risk means that it is as low as reasonably practicable. In other words, ALARP indicates that the risk cannot be reduced further or the cost of reducing the risk exceeds the expected benefit.

1. HIGH RISK AREA

An area of unacceptably high risk that cannot be reduced.

2. AREA OF ACCEPTABLE RISK

An area where the level of potential risk is acceptable but requires ongoing control (ALARP). It cannot be reduced or the costs of reduction will outweigh the benefits.

An area of low risk. No preventive measures required.

ALARP CERTIFICATION AND POTENTIAL RISK OF DETONATION

It should be borne in mind that all munitions surveys and detection technologies employed, as well as the processes implemented to remove and dispose of UXO from the surveyed area if the ground has not been dug up, do not provide a 100% guarantee that the area will be completely cleared of explosive remnants of war or that no munitions will be encountered in the future. However, ALARP certification does indicate that the site has munitions management and clearance policies in place, with measures in place to minimise as far as possible the potential risk of detonation of explosive ordnance, and procedures in place to deal with munitions encountered during offshore activities.

The ALARP certificate, issued by UXO Marine, also confirms that the specific site has been surveyed using highly specialised equipment by appropriately trained personnel.
